　　出租车司机吉米·唐（成龙 饰）是个在自己心仪女子面前缺乏自信的家伙，所经反复排练但还是会在上阵时手足无措。飚出租车是他唯一所长，拥有因超速被九次吊扣执照的光荣记录，也因这一点被富翁戴弗林（Jason Isaacs 饰）的助手选中，担任戴弗林的司机。
　　
　　戴弗林的另一身份是情报局局长，此时正全力调查一宗饮用水公司的商业阴谋。唐被戴弗林优雅的举动深深折服，两人合作融洽，不料一日两人遭滑板炸弹袭击，戴弗林重伤，昏迷前将家中严禁触碰的燕尾服交予唐使用，并留下“沃特史崔达”的莫名词句。
