◎简 介
昭和21年，复员军人广能昌三（菅原文太 饰）在闹市中参与黑帮斗殴被捕，于监狱中结识土居组年轻干部若杉宽（梅宫辰夫 饰），并结为兄弟。经山守组组长山守义雄（金子信雄 饰）保释，广能出狱并拜入其门下，成为山守之得力干将。
随着市议员选举开始，山守组和敌对帮派土居组剑拔弩张，两派不断发生枪击骚扰事件。最终两派战争以广能成功射杀土居组组长（名和宏 饰）告终。广能再入监狱，若杉则在对山守组的报复行动中中弹身亡。广能服刑期间，山守组年轻干部坂井铁也（松方弘树 饰）实力壮大，并威胁到山守义雄的位置。山守命出狱后的广能刺杀坂井，此举进一步激化两人的矛盾，广能更在一系列事件中看透所谓黑帮仁义之本质。
