1981年由桂治洪执导《万人斩》，以人皆所欲、斩破贪念和舍身成仁为故事的题材，电影主要演员有陈观泰、谷峰、白彪和尤翠玲。《万人斩》电影的剧本改编自张彻在1969年的电影作品《铁手无情》。邵氏一代武打小生陈观泰在电影里有精彩的演绎，饰演总捕头冷天鹰。冷天鹰在缉捕匪徒时有精彩的战斗场面，且有激情的情感戏。曾获得最佳演员奖项的谷峰，所饰演的是一位奸角，与正派有激烈的战斗。
曾与陈观泰在《成记茶楼》合作的导演桂治洪，一直擅长于拍摄罪行、恐怖和喜剧等电影题材。《万人斩》是桂治洪唯一古装武侠作品，格局精奇，拍出肃杀和深沉的气氛。
